Knowledge workers migration

What is a knowledge migrant?


A knowledge migrant is an immigrant from outside the EU (including Switzerland) who is authorised to work in a country on the basis of his or her (professional) knowledge. Under certain conditions, no work permit is required.

Work as a knowledge migrant in the Netherlands?

The Netherlands has its own rules for the admission of highly educated (knowledge) migrants. The knowledge migrant scheme ensures that companies can easily employ highly qualified employees from outside Europe, provided that these employees are valuable to the Dutch employment market due to their special or specialised knowledge and/or skills. This means that there is no need to apply for a work permit for non-EU nationals (TWV) from the UWV WERKbedrijf (the work placement branch of the Employee Insurance Agency).

What conditions do the knowledge migrant and employer need to comply with?


To work as a knowledge migrant in the Netherlands, an application for a residence permit and a temporary residence permit (MVV; if the stay is longer than 3 months) need to be filed with the Immigration and Naturalisation Service (IND). This is under the condition that there is an employment contract and the knowledge migrant has a valid passport / ID card.

The residence permit for knowledge migrants should include the notation ‘Work Permit for non-EU nationals (TWV) not required. Other work not permitted’. This notation means that the knowledge migrant may only work as a knowledge migrant.

What are the income criteria for a knowledge migrant?


The 2018 income criteria apply to the employment of a knowledge migrant:

  • € 4,404 gross per month for knowledge migrants aged 30 years and over (excluding 8% holiday allowance);
  • € 3,229 gross per month for knowledge migrants aged under 30 years (excluding 8% holiday allowance);
  • € 2,314 gross per year for knowledge migrants aged under 30 years who graduated in the Netherlands and who receive/request a knowledge migrant permit within one year (excluding 8% holiday allowance).

The above amounts are indexed annually. Employers who offer a knowledge migrant a fixed-term contract, pay the monthly salary times this particular period. For example: the amount paid for a three month contract for a knowledge migrant aged 30 years is 3 x € 4,404 = € 13,212.00.

A knowledge migrant aged 29 years who signs a long-term contract, is paid the same salary at age 30 years as he/she received at age 29 years.

What is Tentoo’s role in knowledge workers migration?

A company must be recognised as a sponsor by the IND in order to apply for a residence permit and a temporary residence permit (knowledge migrant scheme). Tentoo is recognised as a sponsor (see the certificate here). This certificate is valid for all applications by Tentoo related to the knowledge migrant procedure.

Employed by Tentoo

The knowledge migrant is employed by Tentoo based on the NBBU (Dutch Association of Intermediary Organizations and Temporary Employment Agencies) collective labour agreement flex phase 3. Tentoo pays the knowledge migrant on the basis of this collective labour agreement.

Temporary employment contract

The collaboration is based on a temporary employment agreement between the client and Tentoo and a payroll agreement between Tentoo and the knowledge migrant. We pay the migrant within one week of receipt of the approved job sheets.

A knowledge migrant who is transferred from abroad to a Dutch branch office, requires a statement by the foreign (parent) company and an employers’ statement by the business unit in the Netherlands.

What is the financial benefit for a knowledge migrant

The financial benefit for the knowledge migrant is the 30% regulation. Tentoo requests this regulation at the Tax and Customs Administration. With this regulation the migrant worker will receive 30% of his wage tax free.
